Ok.. Lets break this down a bit.. First, lets see if it will crank. Jump the solenoid, does it crank or not? I could go into details but lets get this answer first...
The other issues may be as simple as you have the additional hot wires on the wrong side of the solenoid. The battery wire and ALL ADDITIONAL hot wires go on one side. In fact, normally one of the additional wires is what feeds the MPEM, which ultimately controls the solenoid.
I tried to jump the soliniod with a screwdriver and nothing .I took a battery pack and hooked it up to the starter side and it turned over.. I do have the two hot wires on the battery side , hot for the mpem and the other is a 20 amp fuse. I do know that u have to have constaint power to the mpem

Ok,, bottom line is,,, if the wires are correct you have a junk battery, bad wire, or poor connection. But I am going to bet something is hooked up wrong as it worked before... (Right? it did work before, yes?).
You need a single large wire from the battery to the solenoid. And on that same terminal you will need all the other accessory hot wires, (normally the MPEM for example). On the other large terminal you will have ONE SINGLE wire running down to the starter. If it is hooked up like this and you jump the solenoid and nothing happens, then junk battery, bad cable, bad connection...
Please feel free to look my my whole thread on my trials and bloodshed on my own 1996 Seadoo Challenger. I really tried to document everything so that any other person could hopefully follow.
Your front fuse box is under your storage bin in the front. There is another small fuse box there that runs all the accessories. Front Nav light could also be corroded through. It runs a funky light bulb that costs money.
My research suggesting replacing the front light assembly with this:
Attwood 3500 Series 1 light ~30.00 It is also LED I think.
Your blower could be shot. Mine was. If so, replace with new one.
