96 Challenger Reving up and down

First time poster, hello everyone. So I bought a 96 Challenger as a project, thinking it was running well and it would be mostly cosmetic. Took it out and it ran badly to say the least. Opened her up and there was a water line spraying everywhere. Easy fix. Changed the plugs to be safe (needed them anyway.) Now, it cranks up and idles great, but when you give it any throttle it cycles up and down, at about the same tempo as a turn signal on a car. Suggestions from a local were the rev limiter doing what it should since it was in the driveway, and water in the gas. Any suggestions beyond these? Thanks in advance.
 
Make sure that you have the engine on before introducing water.... Bang lever in D, then throttle up.. Sounds like the guy you slide to, knew a thing or 2
 
It was the rev limiter. I'm an idiot. Still not running well as it had a terrible exhaust leak. Hopefully replacing hoses does the trick
