96 challenger carb issue?

Not sure what is wrong. I replaced the fuel line going from carb to carb. Any ideas? It won’t rev past 4K in Nuetral and when I rev it up it stutters like this. Carb issue?

There is a neutral safety switch and it will not rev up in neutral. Put it in forward and try again

Even Reving it up to the 4K it still stutters.

Yes, that is what a rev limiter does. In neutral it cuts spark at a certain rpm to stop over reving the engine.
