951 won't stay above 4500 rpm

I posted this initially as an RXX iss but realized it's probably more of a 951 issue so I am re-posting.

What electronic on a 951 set-up would send a signal once it got to a certain RPM to throttle down?

My RXX does not want to stay above about 4500 RPM. I can run at 4000 - 4500 rpm (about 3/4 throttle) all day with no issue. Once I open the throttle wide and try to get over 4500 it will run at 6000-7000 for about 5 seconds then it's almost like its not getting enough gas and drops back to about 3000 - 3500 rpm. It almost feels like someone turned down the fuel faucet. It can hold the throotle wide open and it will evetually climb to 4500 or so but no futher. If I realse the thottle and then go back to 4500 it starts the same cycle all over again. Was fine when I put it away last year and started when I brought it out this year. I have been working on it for about 2 months

I own 2 other RXX and 3 RX so I have been swpping parts from working ski's with no change in response
- drained and cleaned the gas tank
- used 3 sets of plugs
- Swapped carbs from a working rx
- put in a completely rebuilt carb
- swapped selector switch
- changed all the fuel lines
- swapped the check valves from the gas tank
- by passed the fuel selector switch by connecting the inlet on the carb right to the fuel tank
- swpped out the entire engine
- blocked off the oil injection and went to premix
- changed fuel baffle pick-up
- adjusted the high speed adjustment screw from 0 to 2.5 (no impact to issue)
- adjusted the low speed adjustment screw from 1.5 to 3.5 (no impact to issue)
- pressured the tank and it held the pressure
- tried two different throttle cables one of which one was new oem
- tried a spare rx mpem I have.


So now I am now thinking it's not fuel related but electronic. hence my question about does something send out a signal the would tell it to throttle down. Sort of like limp mode on a sled.

I am at a loss. Completely baffled.

Any ideas or suggestions?
 
The 951, when not able to reach optimum performance(does off around 4-4500rpm) is an indication of a failed water regulatory valve. Replace or swap with known good one, and your performance will be back
 
Solved the issue.

I replaced both spark plug caps and it runs perfect. Had it up to 6800 rpm and was cooking down the mississippi
