I have a 1999 gsx limited and it’s topping out at 60mph. I think it’s supposed to be hitting 65mph or more. Does anyone know if that’s right or not?

Top speed on that model with everything perfect is 60-61 on radar gun.

Do not trust anything the factory speedometer says as they can read up to 5 mph high. They are known as dream-o-meters.
