951 engine stuck

I let my 951 set for a month and the engine is stuck. Is that normal?
I know you're suppose to fog them but for a month? I soaked it with PB Blaster and tried a pipe wrench on the flywheel and it wouldn't budge, then I took the head off and beat on the piston with a wooden block and a hammer and it still wouldn't budge. Any suggestions?
 
When I was a kid, I had a Kawasaki KD100. It was a 2 stroke bike. It had an oil injector. My brother borrowed it, without my knowledge, and replaced the gas he used. (He rode it alot!)

I came home, and rode it. And ran it out of oil, due to his use of it, without my knowledge. Blew the motor.

What I am saying is maybe somebody else has ridden it, without your knowledge, and now you are scratching your head.

That's impossible. It's been sitting on the trailer in front of my garage. After I used it the last time I flushed it out and turned it off. It's not an oil issue unless it seized the exact time I hit the kill switch.
 
It is kind of a long shot. I dont see how it could be this bad. But if it infront of your garage couple it be some animal has put something up in the jet? I dont know. I am just throwing it out there. I am an engine guy and well if everything worked when you shut it down. I have a hard time beleaving after one month it would be stuck. Unless you were messing around and got some water in the engine and it rusted up some stuff. I learned the hard way jet skis like ot be on top of the water.
I don't know if this is any help. I willl keep thinking, and se if I can come up with someting else.
