951 di water in rave valves

Hey all. I just purchased a 2002 sea doo gtx 951 di. It has some issues but I got it for a good price. It is really sluggish and won't get to 4000 rpm untill it warms up. It really picks up power after 4000 rpm(like a switch is flipped) but maxes out at 5300 rpm (30 mph almost exactly). It idles well. It still bogs until 4000 rpm even after warm up. Compression is 135 psi in both cylinders. New plugs ngk. Jet pump is total rebuilt. Took rave valves out and found water and milky oil on them. Pulled exhaust off and found the o ring seal between tuned pipe and y manifold, had the metal lip that holds the o ring to be missing a 1 inch piece, so the o ring was extruding into the exhaust apposite letting the water into the exhaust. Could that be whats letting water back to the rave valves? Or do you think I have a bad head gasket? Sny one had this issue? Thanks
 
What you described needs to be corrected.
As far as the water in rave valves, I would bet it is a leaking head gasket.
