I have 2000 gtx. Should Install the carbs with or without the plate on. Also, what is the torque spec and what do I put on the bolts? (I have allen bolts)

What plate?
Install all the stock hardware and specs are in the free to download service manual.

I think he is taking about carb adapter assembly (i.e intake). yes , you need that for it to work correctly. If I am off, show us a picture to clarify

Yes that is what I am talking about but i am wondering if I should takeif off and install each carb individually then put it back on

I'm not 100% sure but I believe the carbs are tuned for that particular setup. I think it will affect the quality of the gas and oil mixture causing issues. Mikidymac may have a better answer for you.

My philosophy is change as little as possible when trying to diagnose issues. When all else fails go back to OEM stock and try again.

If you are taking about the big black air box then yes you need that or you will need to retune the carbs.

Are you able to download the free manual at seadoo manuals.net? The torque values will be in the manual. If you aren’t able to, I’m sure someone here can download your manual and have a look for you

Is this from the shop manual? Which shop manual are you using? The instructions you posted are for a 787, it may not matter but... there was a manual from 2002 that included 951 carbed model. Which torque specs are you looking for again? The 4 bolts that hold the carbs to intake?
I found this off seadoomanuals.net it was from the 2002rx. I couldn't seem to find one for the 951 so I'm assuming its the same and yes the 4 long bolts that hold the carbs too the intake.

Yes, I’m pretty sure 15 pounds is correct. Had a look in my 95 manual and it’s 15 pounds in there. Found it in Fuel System section 6 sub section 3. My manual says to use blue loctite on the threads but I would just go by the newer manual. Torque them gradual, I usually do 2 torques first and then my final torque just to ensure everything goes down straight and even. Not sure what they call for but a little 518 on both sides of the carb base gasket wouldn’t hurt.

Check the 2002 manual again, I was looking at the 2002 manual this morning and I thought it included the 951 RX
