95 Speedster engine problem

I purchased a 1995 speedster a few years ago. Last year I had a hard time getting one of the engines to turn over. Once I would get it to turn over, the engine would start and perform well. This spring I again tried to get it started and had trouble getting it to turn over. I took it to a marina. They suspected there were some bad seals and that basically the engine was hydro locked with oil. They were able to get the engine started and saw oil dripping out the exhaust. Their two recommended options were to sell the boat with a bad engine, or replace the engine for about $2500.
While trying to figure out what to do, my brother found a boat with the engines pulled and was told both engines were tested and were okay. My brother pulled the bad engine, and a lot of oil poured out of it. He starting installing the replacement engine, and found excessive oil in that engine as well. We're now at a loss for what to do.

My brother is very mechanically inclined and is ready to tear into the engines to try to figure out what's going on.

Advice or thoughts??
 
Crank seals fail and allow the oil to run into the lower engine. When you crank the engine the oil gets sucked into the cylinders.

Most install shut off valves on the oil supply line from the tank to the engine and run it for years like this. Just don't forget to turn it on when you want to run the engine.

Start it to clear the cylinders before you get to the the water for like 30 seconds. It usually just smokes a little longer like 5-10 minutes. With the shut valve it shouldn't be that much oil. When it gets to bad you need a rebuilt or new crank. You have the engine out and the compression looks good I would just do the crank now.
