94 seadoo xp starts hard

i recently got a 94 seadoo xp and ever since day 1 it started hard. its 50 50 wether or not it will start if it doesnt i will charge the batteryand try later when it does start it runs like a champ then i will turn it off and try to start it again and it won't start it almost seems like its flooded im new to skis maybe its me???
