93 GTX fuel issue?

I had the carbs rebuilt at a reputable shop over the winter and Im confident this is not a carb issue. The problem is When I start the ski on the stand, put water to the cooling system them give it some throttle it just goes flat like its starving for fuel. The fuel filter is new and clean. fuel line comes out of tank to shutoff/reserve lever then into the carbs on the mag side of the carb rack, crossover from front carb to rear carb is intact and return to tank comes out the shaft side of the carb rack.
The engine starts right up and sounds fine, compression is good and the spark is strong.
Any help on where to start with the diagnosis on this will be very helpful.

What fuel filter did you use?
Did you replace the fuel selector?

Did the shop use Genuine Mikuni carb parts?
 
The fuel filter is OEM and is brand new. The shop did use Mikuni kits. I did not replace the fuel selector. Is the fuel selector a part thats prone to going bad? I can definitely take it out and change it.
 
installed new fuel selector and no dice. Everything in the fuel system is clear, proper fuel lines and all vents are working fine. The carbs were rebuilt over the winter by shop with oem parts. The machine starts fine but acts like its starving for fuel. I tried the throttle with the choke in different positions and no change at all...starving for fuel. could this be a popoff issue? Dropped it at the shop but he hasnt gotten to it yet. if i can get some ideas I may go down and bring it home and try again to fix it.
