91 sp starter engaging but not turning over

My 91 sp will make the clicking sound and the starter engages but won't turn over. I charged the battery and it's fine. Could it be the ignition box? The people who had it before me didn't believe in drain plugs I guess because they had it half in the water with no drain plug. Any help would be great! Thanks.

first, make sure the motor turns. pull-plugs. remove grey rear cover. try to turn the white flywheel by hand. now try to turn it with a pipe wrench or vise grips. motor turns? now start checking the electrical for water damage.

I had same issue,it was my battery,I charged it and it still wouldn't turn the engine,installed new battery and it turns over fine,got battery at Wal-Mart for $44.Good luck
