90 seadoo si wont start ?

im new here just aquired a 1990 seadoo si with the rotax engine the problem im having is it wont start acts like the starter is dragging. put fresh plugs,fuel and battery in it added the oil for the injection. is there some thing i need to specifically check and also if i wanted to run it not in the water how would i do that,just trying to get it up and running before i take it to the lake to try it. also noticed without the pullcord/tether it will turn over as well,and one other stupid question is there no main on/off switch on this thing,just curious because i dont know anything about these yet but i wiil learn, thanks in advance any help would be appreciated jason
 
Tether...

The tether is your on/off. When you remove it, you shut off the power to the coil.

With it being a 1990 model, makes me wonder if the starter has ever been replaced. If not, this may be your next step. If the starter works at all, remove the plugs and lay them on the top of engine if you can. Then, see how well the starter turns over the engine. If it spins pretty good, look for fire at the tip of your spark plug while your at it.

If the starter is spinning the motor well with the plugs out (no compression), then not doing so well with the plugs in, the starter is worn to the point it can't over come the compression of the engine........

do i need to pull the engine to get starter out or can it be done in the hull and any suggestions on where to geta starter used or new?



also should it turn over with the tether un hooked?
