787 high speed screw setting

I have a question about the high speed screw setting on the carbs of my 1997 seadoo challenger 1800 (rotax 787). I just rebuilt the mikuni carbs and I'm trying to figure out where to set the high speed setting. The high speed caps are missing so I'm not sure what "zero" is like the manual calls for. Surely "zero" doesn't mean all the way in with out the cap in place does it? If so, I would think this would be too lean which would fry the motor.

That's exactly what 0 means all the way in snug, not tight.
