717 No start

Hey all, this is my first forum post ever.
I have recently purchased a 2000 sea doo sportster with the dual 717cc motors. Since I got the boat, one motor has ran great and the other has always felt a bit off. I have rebuilt the carb but it still isn’t as responsive as it should be. It won’t tack out like the other motor and it is way down on power. Last weekend I was out and it completely stalled and wouldn’t turn over. An hour later it cranked just fine. It was tough to start but I got it running and it ran just like it was before (kinda mostly okay) for about 30 minutes until it stalled again. It’ll now crank all day long but nothing more than a slight catch. 126 psi in both cylinders, perfect spark on new plugs and it won’t even start on me spraying fuel down the carb. I’m leaning towards the rotary valve being off time but I’m not sure how that would change and if it was always off, how it ran in the first place. Thanks in advance.
