210 challenger engine rebuilt - Not starting and P0335 fault

I have been trying to start my engine after a rebuild without luck.

I just received a CPS P0335 fault and I took resistance checks on the CPS. I got 930 ohms when the spec is 700-900.

I read one post where the person had their timing 180 degrees out.

With that said, I am quite sure I cylinder 3 was locked at tdc but the cam was a little questionable. I did put the pin in the lockshaft cam but maybe that lock was 180 out if it's even possible.

Thoughts?

Lastly, I can't figure out what plugs into the connector in the picture. image.jpg
