2012 180 Wake Tower will not lock on one side.

I've been wondering if this locking mechanism is replaceable or if anyone has had a similar problem, the mechanism turns all the way to a locking position but it does not click and lock into place. Sometimes in choppy waters the whole mechanism will come undone and I have to tighten the wake tower on the water.

I've looked at the 2011 shop manual and it doesn't really show the locking mechanism in detail... it just shows the spacers and how to remove the whole setup.
 
I see the part that probably needs to be replaced I just have no clue about a part number or even terminology how to search for it?

Looks like the latch part number (14 in schematic) is: 204950247 and it's not cheap at $350

While we are on topic, the previous owner to my 230SP broke the tower release handle off at the base of the hex spline. He bored out the handle and was using a grub/set screw drilled in from the side to hold it on to the shaft. Needless to say, that failed the first time I went to lower the tower. I have a replacement handle/spline, but without taking apart the entire lock assembly, it is unclear how to release the old spline and insert the new one. The pictures from Fox show two large, u-shaped pieces with screws included in a kit, but the spline looks like it is machined for a c-clip or an adapted cotter pin.

Anyone have any insight regarding replacing the handle, and how much disassembly I should anticipate?
 
I'm going to take apart the locking cam on sunday as i'm about to tow the boat from california to georgia (moving and love my boat!) going to take it for one last ride tomorrow before the trip, at 140 hours and no documentation of the SC being rebuild and reading the horror stories about SC failures im not going over 6000rpms lol... sending in the SC to get rebuilt as soon as I get settled!
