2008 Wake 230 - dual 215's - check engine light when DESS key plugged in, no starter

Plug the DESS in, check engine light immediatly on the starboard engine. Won't turn over. These are new symptons. Not sure if the starter won't engage because of the check engine light. Port engine doesn't have any check engine lights and turns over fine. What does it mean when the check engine light immediatly lights when keyed on? PS, only one long beep when keyed on.

Check the fuse block near the starter relay. Likely a blown fuse if immediately
