2007 RXT 215 in limp mode

I hope someone can help. My 2007 RXT is still having issues. It runs out of the water and revs above 5k RPMs out of the water but immediately goes into limp mode once in the water. It won’t rev past 2500 RPMs when in the water. After replacing a lot of parts, sensors, harnesses etc I really don’t know what’s wrong with it and 3 mechanics have given up on it.

Someone mentioned that it might be the jet pump bearing. I’m planning to pull the pump when I have some time.
