2007 Challenger Won't Start after long no wake

After going through a long idle/no wake zone I turn the boat off. It will initially start right up but if I leave it sit for over an hour it will not start. I took it to the dealer and they said the plugs were fouled. They changed all 3 plugs and it worked fine. I took it out again and the same thing happened. It has happened four times. It time is happens I simply remove the plugs, there is a small amount of water on them (a drop) and I put them back in and the boat runs perfectly. I have check and there is no noticeable water in the oil. The dealer has no idea what it is.

Any help would be great.
