2006 Sportster SCIC No Fuel Pressure up when DESS connected

I have no Fuel Pump "pressure up" when the DESS is connected. Boat turns over fine but without fuel pressure, it's not going to start. I've checked every fuse in the boat incl the inline fuses. All have voltage on both sides. I have the pump Assembly out of the tank. Connected DESS and the pump never comes on. I've checked the voltage to the connector and it is 12v with DESS connected. If I put 12v direct to the connector (used a motorcycle battery) pump purrs like a kitten. What is keeping the system from pressuring up?
 
Coming back around to update on the fix. Sent the ECU to Westside Powersports thinking I'd blown the ECU. They diagnosed it. The Seadoo had turned off the fuel pump. I don't know why. They reactivated it and shipped it back. Awesome service
