If your not getting any check engine lights or oil alarms then I would start with the throttle cable. Generally when you toy around with this its best to reset your Throttle position sensor (TPS) using budds or candoo.
Just to confirm though, with the boat off put the boat in "F" then put your throttle lever all the way to wide open. Open the hatch and see if the butterfly at the throttle body is hitting the stopper plate. If you have any play or the thottle body butterfly doesn't reach the stopper plate this is definately your problem. You'll find about a foot or so from throttle body the cable will have an adujster just tighten up the cable until you hit the stop plate. Then put throttle lever to "zero" and confirm that the butterfly is hitting the idle stop plate.
Again, you prolly should get your TPS reset but this will at least confirm this is where your problem is.
