2005 GTI carb issue

Hi,
First time posting. I have a 2005 GTI that has a newly rebuilt engine and a brand new carb. The issue I'm having is that I can only get it to idle at a high rpm and if I lower it past a certain point the craft dies. If I give it throttle, it revs high and takes a few seconds to settle down.
I replaced the fuel filter with an online one and put in the proper jet (2.0) and set the pop off at about 38 psi.
Any thoughts or ideas that I might try would be greatly appreciated. I'm wondering if it is getting air from somewhere upstream, like the fuel cutoff, but I'm definitely no expert and just need a place to start.

Do not install any inline filters, just the stock strainer.
You can connect a fuel hose directly from the tank to the carb to eliminate the shutoff valve.

Did you check all the jets and settings on the new carb to make sure they were correct for your ski?

Sounds like fuel starvation or an air leak.
 
Thanks for the reply! Looks like I'm a complete idiot. I misread the specs on seadoo and set the low speed to zero when it should have been one. It seems to be alright now. I'll know more this weekend when I put it in the water. Thanks for taking the time to reply!
 
So back to square one. I am having a problem with the motor firing up and running fine for a few minutes, but if I cut it off it won't restart. I have tried this with two different carbs and have the same result. The only thing that was used with both carbs was the needle and seat.
If anyone has any idea how to fix this or what is causing this I would greatly appreciate the input!
PS: I have less than a half filled oil tank. Is there any chance that would cause it? It's not making a beeping error or anything.
PPS: I read somewhere that rotary valve clearance/adjustment can cause this on some pwc's. Can that be a problem on the 2005 GTI? This is a newly rebuilt motor so maybe it wasn't set right?

Did you replace the fuel filter Oring? Replace the fuel
Shut off valve. When it won’t start open the gas cap and see if there’s a lot of pressure released. May be the two fuel tank valves.
 
Thanks for the reply! I replaced the shut-off valve and o-ring, but now I'm thinking I misdiagnosed it. I think it's actually flooding on restart. I tried two different carbs so I didn't think it was carbs, but the common component was the new needle and seat. I'm wondering if I got a faulty set out of the box. I guess I'll order some more and try again. I'm running out of ideas.
 
Generally when it is flooding after sitting a few minutes the needle is leaking fuel. So something is not sealing properly.
