See if you can get to where the pull handle is. On mine the handle pulled loose out of the fiberglass. I was able to pull on the cable with a pair of vice grips to get it open while I was out at the lake. When I got home the whole thing was fixed by replacing the plastic nut that came unthreaded.
 
Once you do get this fixed, this may be a two-person process anyway. It would all depend on if you have strong lift springs on the rear deck. I find that I may have someone pull the lever while I lift on the deck to get it to pop.

Good luck getting your cable fixed. Noticing that you were asking about oil levels, my assumption is that you got it open.

I have an X as well. I hope you love yours as much as I love mine. We have only had it since mid-July. Give a yell if you have specific questions to the model. I may have run into it myself.

yes I got it opened. the cable was frozen. I am surprised there is no crankcase oil. I know how 4 stroke engines work but not 2 stroke. if you have any advice on how to take care of the boat, please share with me. as of right now I am very cluless, but I have ordered a manual.
 
Biggest piece of advice...do not mix 2 stoke oils!!! I used to race GP road race bikes and learned allot, very easy engines to work on. I would assume your boat is oil injected..?? if so make sure you know 100% what pre-mix oil the previous owner used, if your not sure dump out what's in the oil tank/lines and start with a new/fresh pre-mix oil.
 
The recommended oil is Mercury Quicksilver Premium Plus for the 240fi engine and Mercury Quicksilver DFI and Optimax oil for the 250 Opti.

You can identify your engine by the air filter cover. I think you mentioned the 250 in another post.
