2003 sportster troubleshooting

trying to revive my new to me 2003 sportster LE. PO told me it had a blown motor but no details.
prior to condemning the motor I want to verify that it truly needs a new motor.

when I put the key on the post I get 2 short beeps (good) however, when I move the shifter in and out of neutral I don't get the single confirmation beep (odd)
when pushing the start switch, nothing happens, no coil click or anything. I did some tracing out in the coil box and found the line feeding the starter is a direct short. so I'm sure that a new starter will be needed, probably a coil as well.

is there anything that I can do the test out the MPEM? I've already checked the fuses and replaced any suspect ones. I found the 6 in the MPEM and there is a 15A that's in the coil box. am I missing any?

also where is the best place to buy mikuni carb rebuild kits?
 
My 2002 sportster le gives the 2 beeps when the key is in but I have never heard a single beep when moving my shifter in or out of neutral. A little more info on the motor would help? Single motor or dual motor. Mine is a single 951 and I am currently repacing both coils rebuilding the starter and hopefully boating without problem by Wednesday
 
single 951. (all the LE's are single I believe)
interesting about the neutral beep.

pulled the starter out and rusty water poured out of the block. Pretty sure the motor's shot. now to research replacements.
 
I’ve looked for replacement motors but in Canada options are limited. I have seen motors on sbt.com But I think that if i end up having to redo my motor I’ll get my red seal mechanic friend to do a complete motor job for me over the winter.
 
there are 3 I know of, SBT, SES and full bore.
I've heard good things about sea and they're relatively local, so shipping shouldn't be horrific.
