I'm not picking up speed only get about 10-15 mph on a good day. I have the standard 240 EPI JET and it's also taking on water. Any suggestion on what I can do?

What rpm are you getting at WOT? From a tachometer- no guessing.

Look up into the intake tunnel. Look for anything that should not be there. Rope, weeds, sticks, plastic bags are among the more common items.
Look also at the impeller leading edges. Are they damaged or dinged up? Is the wear ring heavily grooved?
