2003 GTI No start

Bought it as a project ( ran with last owner was told but did take on some water) Has spark , good compression , fuel pressure. I blew the cylinders out of any residual water ( cranked with no spark plugs. Put a shop vac on the cylinders too). Added fresh fuel to the fuel tank.

I tried some starting fluid spray. Will putt once or twice but that's it. I am leaning now towards the timing Rotary valve.... could it be bent or scored from water ? I know nothing about a RV Would that cause my issues ?

First, no starting fluid.
Also a shop-vac with gas fumes could cause an explosion, safety second, ;)

Is yours a GTI RFI with or a GTI 720?
Basically is your engine straight up and down or is it leaned over on it's side?

It’s the GTI LE. RFI motor
 
I’m pretty sure I have your ski now. In case you’re wondering, it was the brass gear on the rotary shaft that was the problem. I’ll be splitting the case tomorrow and ordering a new shaft.
