2003 challenger 2000 m2 running rough fouled out

New boat to me this year. had sat over a year prior. I drained off most of the old fuel. Been out 3 times. this time, after leaving a restaurant, it started running poorly. had some black exhaust present. slowly, she fouled out..

Any clues? Also, is there any type of hand held diagnostic scan device i can use or is that service tech only??

Black smoke? Usually from running too rich. What engine do you have? Rinda tool to plug in. They show up on ebay.
