2002 XP Fuel Gauge Problem

I need some help with my fuel gauge. I was told by a repair shop that looked at my ski that my sending unit was bad. I pulled it and checked the ohm reading and it was good, between 90.4 and 2.2. I hooked it up with the baffel out and tilted it but got no response on the gauge. I had the key plugged in, but does it need to be running for the gauge to work. Now there is not much gass in it, maybe an inch or two, but the gauge doesn't budge when I run it. Let me know what you think.
 
It takes a few minutes sometimes for the gauge to display the level being sent from the baffle.

No, the engine does not need to be running. In fact, you merely have to push the start/stop button without the lanyard on. Take your baffle, tilt it upside down to indicate full and then press the button and see if it displays full.
