Yes, there is a sticky on this forum about repair the guage LCD that show you how to remove it. I have done it , its not too hard just be patient. In a nut shell, in your pic you see the chrome ring has a lip that covers the edge of the plastic lens. On the bottom side of that you can see where it meets up with the housing, You take a small flat head screw driver or something similar and you slowly pry the lip of the chrome ring up/back, go around the ring doing this until you have it back far enough to remove the chrome piece. Here is a picture, mine is black though.
Once you are done just used a pair of pliers to bend the lip back in place, it wont be prefect but good. I also put a small bit of clear silcone/RTV around the ring to keep mosture/water out.
