2002 GTX 4-Tec Steering Problem

I have a 2002 GTX 4-Tec that the steering starts pulling side to side when decelerating from top speed. Could there be a problem with the OPAS?
 
Yes and no....

The "off power assisted steering" is there so that when you let off the gas, it's to keep you from fish tailing due to a lack of steering from loss of nozzle thrust. But, in the design of the GTX hull, there is this side to side movement in the front of the bow that can be hard to control. It's right inbetween being on plane and off plane.

Now, if your talking about deceleration while your still up on plane, then yes, your OPAS would be the first thing I pointed to.:cheers:
 
The steering wavering problem seems to happen when there is rapid deceleration. It's not apparent if I gradually let off the throttle. I also noticed from looking from the back of the jet ski out of the water that the OPAS rudders are toed out and appear to not to be in alignment with each other. Is there an adjustment for this? Are the OPAS rudders suppose to drop down if the engine is shutdown and pull up at cruising speed? If so, is there a way to check that they are operating correctly?
