2002 240 EFI on utopia won't turn pumps on with key

using the manual, the diagnosis for pumps not running for 30sec after key on is either pump or ECU, the pump runs with i remove the wire and jumper motor terminal to GND. So bad ECU is diagnosis. checked ground wires for ECU, I cannot find anyone selling it, 824003a31, any suggestions?
