2001 sportster le 951, won't rev over 6000 after rebuild

I just had my 951 rebuilt in my 2001 sportster le and ever since it won't rev over 6000. It should be reving up to around 6800rpm at full throttle. Carbs were rebuilt when the engine was also. I've checked all the adjustments and everything is adjusted properly. Any ideas why my RPM won't go higher then 6000?
 
Two things to check off the top of my head, disconnect and block off the pneumatic air line supply to the two exhaust RAVE valves and confirm if the engine revs are lower than when connected, this means the RAVES were/are working.

2nd thing and perhaps more likely, the throttle cable ignition advance switch is disconnected. It's called the TPS, (throttle position switch) and signals the MPEM to add ignition timing advance at throttle position greater than 80%,

Make sure the electrical connector is connected, it's located between the front of engine and fuel tank, laying on the bottom of the bilge, a magnetic switch mounted on carburetor/oil injection pump throttle cable splitter box.
