2001 Seadoo RFI locked up

Rebuilt the upper end last year, been running great this year. Took it for a short ride maybe 10 minutes, return to the dock and put it on its lift. The engine was idling fine when I turned it off. An hour later when I tried starting it the starter solenoid would kind of squeal but no sound from the starter. nothing in the impeller. Removed the spark plugs and I still can't turn the engine shaft at all. Is it seized or could the starter do this?

Unlikely the starter is at fault,,,you would be so lucky,,,either locked jet pump , ,seized piston,,,worn brass gear,(,,even balancer gear seized,unlikely).
