2001 seadoo challenger -mercury 240 Wont Pass 4500 rpms, i need HELP

my , 2001 seadoo challenger 2000 mercury 240 efi was running good in the water and i parked it for like 2 hours and then it did not start. I took it to a shop and they diagnosed the stator under the flywheel was burned,.They replaced the stator and tested the boat in the water but the boat wont go pass !! 4500 rpms !! .Then i took it to a Mercury dealer and they told me that it was the impeller and the wear ring .Then We replaced: the impeller new and a new wear ring original from mercury,new spark plugs ,new seals and bushings,new TPS, new air temp. sensor,new ignition switch,new landyard switch,new fuel filters,new battery ,new starter, and also they adjusted the timming & good compresion tested. "That wasnt the problem . i put the boat in the water and runs good ,idles good but no more than 4500 rpms, ## ." It still wont go pass 4500 rpms .""" I NEED HELP ""
