2001 merc m2 efi, revs as soon as I turn boat on

Reving is normally a sign of an air leak.

You will also want to take a good look at the linkage to make sure it is not kinked or stuck somewhere.
 
Was this in, or out of the water?

It's not common for the Merc's to "Run away"... but it will only happen when they aren't loaded. if it revs when it's in the water... it's a sticky throttle.
 
Was in the water or on the hose(when it would stick). It seems to only do it when not moving, so as of now its not a big issue. Im sure the vibration from engine running, waves, etc.. keeps it from sticking when moving and Ill never be full throttle(thats the point it sticks) and sitting still. It has not been an issue since I cleaned and lubed so far
