RESTO 2001 Challenger Water in boat question

Can someone school me up on why this water isn't draining?
And when I'm boating, why does a little water come back in and then I have a little puddle by my feet?
Lastly, do I ever mess with these fuel knobs? When I look at the fuel cell, it's one big tank.

It's called a scupper valve. Pretty popular on ocean boats like whalers and stuff. Overtime time they go bad and leak in water. Go buy a generic ball scupper and stick it on the end. If you want to be extra cautious, get a screw type plug that goes on by your feet. When I get home from work I'll post the link to the one I got from McMaster that fits perfectly.

Ok.
Do both of them really control 1 fuel cell?
Is there really a reserve in this boat?
How do I fill the reserve tank up or does it get filled through the main port?
