2000 seadoo Lrv Tech Question

All stories start with (I let a friend borrow) well I did.. he brought it back and said the boat ran fine under 30mph but would stall any higher. he advised it would plane out then just stall out...he advised it then ran fine later in the day and he believed he never filled the gas tank.
The next weekend he used it again and advised all was fine pulling 2 tubes all day until the end of the day and it would not go past 30mph again.
when he brought it back I thought it sounded like a fuel problem. I changed the fuel filter which was dirty and looked gummy. pulled the gas neck from the tank checked the neck for a filter and tightened the hoses. i changed the plugs and cleaned the rave valves. I took it back to the lake and it ran ok top speed 52mph but i did notice the slight hint of a miss when taking off but so minimum someone who is not use to it may never notice. after taking off it would plane out and run fine...ran it for about 3 hrs... today back at the lake started fine but would not run past 30mph surging on and off..changed the plugs at the lake checked the filter again but no luck. tried to run it at 20 to try and run out any trash but it got worse finally stalling out all together. number 1 plug looked good number 2 looked wet and oily...oh forgot also turned tank from resv to on and back and forth to see if it was clogged. any suggestions? how much trouble is it to get the carbs off...where can i find the steps to go about removing the carb......also gas guage does not work should i try the fuel sending unit first....?
