2000 GTX 951 Jet Pump Spring Seal

Hello I'm rebuilding my 951 GTX jet pump and looking for information on how to set the spring seal on the impeller side. Does the spring seal get installed with the spring toward the outside of the pump? Please see picture attached.

The Spring should go to the inside that way it is in a good atmopshere and away from the elements.
