2000 GS, no beeps, no start..

Heres the deal. Bought this in pieces and got it back together. plugged the tether in, 2 beeps and turned a little, then nothing. No fuses blown, brand new battery fully charged. Now... With a test light hooked to the negative side of the battery checking for power. If I touch a ground like the motor mount or something else the light will flas and go out. Unplug the tether and it does not happen. I'm stumped. Any input/ ideas? Bad tether? Any input would be greatly appreciated. Thanks.

No ideas? Anyone. I am currently away from it so I'm trying to get ideas of things to check or look into when I get back. There are only the 2 locations for fuses in that correct? one in the rear box by the starter realy, and the 2 up front? Any ideas let me know. New with the water toys.
