2000 challenger 1800 M² 210 carb won't plane out.

As the subject says, the boat won't plane out. Just bout the boat. Motor sounds good starts right up. Checked everything I could think of:
Stator.
Vr/R new.
Voltage 14v give or take some.
Igniter ring new.
Sensors show continuity.
Ign coils check out.
New plugs.
Compression is 125psi.
Oil tank was deleted and I'm not 100% sure it was done right electrically.
Checked wear ring and impeller.
Carbs are wide open, and I added a small amount of brake clean to check fuel intake being too little.
Fully adjusted the ign ring to retard timing.
Switch boxes look newer.
Stator looks decently newer.
Nothing in the grate.
Trim plate adjusted.
No beeps other than the initial turning on.
Fuel pressure/no bubbles check good.

Now only thing I can add into this and I don't know if it matters, the tach doesn't work, nor tank level.

Is that in the water? There is a big difference between 7000 on the trailer and what it will hit in the water.
 
That's well above what that motor should be capable of under load. This points to a pump issue. It could be stripped splines on the impeller or pinion gear. This can happen if something is sucked up in the pump under power.
 
Have you checked the impeller blades for damage? Typical from sucking up stones and sticks. I t does not take much damage to cause cavitation and loss of thrust. Same for stator vanes. If you are revving 7000, be careful. Redline is 6200 rpm. Spline and gear failures are not very common. There is also a large o-ring on the wear ring. If that o-ring is damaged or missing, you could be sucking air into the pump. Causing loss of thrust and over-revving. Clearance between wear ring and impeller should ideally less than the thickness of a dime. More clearance causes -- yes, loss of thrust and over-revving.

Was compression tested at WOT? It is a little low. Spec is 135-140.
