2000 Challenger 1 engine won't run twin 717 rotax

Changed plugs rebuilt carb pop off 40 psi compression 125 both cylinders getting lite blue spark put gas in plug holes still won't fire. Before it quit running it wouldnt go over 4000 rpm. What's left rotary valve?

I have same problem if you find anything I would love to know.
 
I've had the won't go over 4000 rpm problem. I think the carb high speed jets are set too rich, fouling the plugs. Compare the plugs on the running and non-running engines. Changing plugs fixed it temporarily, but the problem returned after a while, with "bad" engine's plugs clearly more carbon fouled than the "good" engine's.

Turn down your high speed jet adjuster a quarter turn and test again. If it won't fire, try a little starter fluid sprayed into the carbs to get it going (but don't keep doing that, if I'm wrong and you have a fuel supply problem your engine will be running without oil injection. Spray some fogging oil into the cylinders before using starting fluid for some insurance).
 
Rebuilt carbs it ran great I think the carb was flooding out. The main jet oring wasn't holding pressure now it holds 6-7000 rpm
