2000 240 EFI will only start after moving the timing linkage multiple times.

My 2000 240 EFI will only start after I move the timing linkage several times. As I moved the linkage the fuel pump will breifly activate like it is priming. Once the boat starts it runs strong.

I have replaced the trigger assembly, ignition module, ECM, TPS, VST fuel pump rebuilt. I have also verified the kill switch is functioning and that I have the proper fuel pressure.

Lift pump should turn on with the key for a few seconds. Start checking wires and connectors backward from the pump to the round connector in bracket starboard side. Should be clean, no green wires.
