1999 speedsterSK will not rev over 4500 rpm

I have one of the rotax motors that will not go over 4500 rpm with out surging when in the water, out of the water it will go to 6000 rp.m and stay there. Ive replaced the fuel pump, replace fuel filter,clean filter in carberator. mortor is717. im at my wits end please help
 
I would take the carbs apart again.. but check the fuel valve, and the factory filter if you have that. if either is leaking... it will cause issues.
 
probably not. If it was... it would go lean and die. (not surge) That's assuming nothing else is wrong.

Have you pulled the choke out a little while on the water? If you pull it all the way you will shut it down... but if you pull it up some, it will add some fuel. If it takes off... then it's lean. If it dies... it's already rich.
 
Took carberator apart
today found dirt in the low speed jet. some white crud in jet area. the srews were supper hard to get out looks like it was never taken apart
 
If you have not completely disassembled the carbs you're working on killing your engines. The fuel system on a 2 stroke HAS to be SPOT ON, you can't cut any corners. That white powder in the carbs will kill you, it won't get better with running.


The white crack rocks will kill the engine. This engine ran, idled but would have leaned out if it was ran on the river. That was removed from a seadoo carb.
