1999 Seadoo speedster starter issues

How long are you turning the engine over? I would rebuild the starter with an OEM starter rebuild kit, super easy. I've heard lots of ad stuff about after market starters
 
Use and amp clamp and determine how much amperage the starter is pulling. If you're pulling an large amperage, you may have an electrical issue. Also, confirm all your ground cables are clean and tight.
 
How many teeth are on your pinion gear? Most likely, your original was an 8 tooth and your cheapies are probably 9 tooth.
Do you still have your original?

If you do, I would take that one apart, check to make sure you have good meat on your brushes, clean the armature where the brushes ride, clean out all the black dust, grease it up well, and put it back together. You can probably get another 2 or 3 yrs out of it.

if the brushes in your original are bad, you can probably take them out of one of your crappy aftermarket units.
