1999 Seadoo GTX Limited RPM Problem

I have been having trouble with my 1999 Seadoo GTX Limited. I bought it a month or so ago and it ran great when I first got it. Shortly after, I was out riding around until all the sudden my jetski felt like it didn’t have any power. It started puttering and eventually it wouldn’t idle and ran very poorly. I come to find out that I put the wrong oil in. I put TW-3 in which I later found out was a big no no. Since then I pulled the carb and cleaned it, pulled and cleaned the RAVE valves, drained all of the oil out and put new oil in. I also checked the compression and voltage and both were fine. I took it out and it ran a lot better but I can’t get it above 5300 rpms and 43 mph when previously it ran nearly 7000 rpms and 63 mph. I’m wondering if the jetski could be in some sort of limp mode or rev limiter? Any help would be greatly appreciated.
