1999 Seadoo GSX RFI wont start

OK so I have been talking to an "expert" online and he thinks the engine is bad and dragging on the starter. Im doing a compression check tonight but Im confused. I replaced the starter and battery. After first replacing the engine tried to turn over normally about 8x and now it turns over once, with a long beep. If I try again w/o removing lanyard, it just beeps. If I remove the lanyard and replace it turns over once and a long beep. Every once in a while after trying, it does the one turn over and beeps. Then it turns over once, recovers and tries again. I removed the lanyard and it still tries to turn over. In fact, I cant get it to stop, it eventually just stops on its own. I removed the plugs and it turns over fine. Anybody have any idea what the hell is going on? Ive asked specifically about this but no answer from the "expert". He just keeps saying its the motor. If compression is good this evening it will interesting to see what the "expert" has to say.
 
The mechanical part of the motor has absolutely nothing to do with it not stopping,,,sounds like an mpem issue,
 
Checked compression, 150 both cylinders. Told the expert again about the thing trying to start with lanyard removed and NOW he says that it would almost have to be the MPEM. Wished he had listened to me 4 days ago!! Going to check MPEM and possibly send in to be repaired unless a remanned one is inexpensive.
 
I spoke with Nick from Westside Powersports North and he says it isnt the MPEM. I had bought an aftermarket solenoid bc I didnt know any better. He said the run on was bc of the solenoid sticking open so I purchased an OEM soloenoid.Makes sense since I checked the voltage and 12.5 on battery, 12.5 on battery post on solenoid. When cranking and voltmeter on the starter post of the soleoid it jumps around, 8, 10, 7, 8.5, etc. when it should read 12.5. Guess we will see. Ive also heard that some of these problems can be attributed to bad lanyard or DESS post since I also get one try to trun over then a long beep. Sure would like to get this fixed!!
 
The lanyard has a ROM chip in it,,,the dess post has a glass reed switch in it,,,and allows the key to communicate with your mpem,,l had a sticking selenoid,,,melted the battery post,,,
 
Ok the saga continues. Bought this Seadoo used from my wife's brother. Having issues with it. I have replaced the battery, starter, and solenoid. The solenoid I have replaced 2x bc of aftermarket trash causing a runon bc of suspected sticking. So replaced the solenoid and now nothing. No beep, no gauges (however I think the gauge is broken), no clicking, no nothing!! I have had this problem one other time but after moving wires, it started turning over again (not sure how I did it). I have moved the same wires, nothing. I did find the wiring in the ebox wasnt right so corrected that. All the fuses are good and the battery is at 12.86 volts. I have heard about the lanyard and DESS post causing issues but not no power. Ive also heaerd that the DESS post and lanyard key can get dirty and to clean with warm soap and water which I haven't done yet. Ive also heard I might have a flaky or bad MPEM so a way to check the MPEM would be helpful. Im very new to PWC ownership so if I could get some direction it would be greatly appreciated. I would just like to get this on the water. I love this board. Everyone has been very helpful.
