1999 Sea Doo GTX RFI - Random rubber mat

Help. Where should this rubber mat be fitted?... it was in the box of random miscellaneous parts handed to me by the prior owner... not sure how critical it is, or what it’s for, but would be nice to know... where should this be installed on my 1999 GTX RFI?

It goes under the fuel rail. 2 of the holes at the top are for the injectors to go thru, and the other top pair are for the fuel rail bolts I think. The fastener is just a friction fit plug that goes into a hole in the block (front side of engine).
 
Photos to confirm, it's a lot harder to access with the engine in the hull

Thanks... what purpose does it serve?... my engine is IN the hull, so going to be a right game trying to get it installed... is it ok to leave off?
 
Would speculate it is to divert fuel away from the block and bilge in the event of a leak so you have a better chance of spotting the problem, prevent any bilge liquids from splashing onto the injectors and fuel rail, or maybe even some regulatory requirement for fuel injection systems.

Who knows how long it has been that way, so you're probably ok leaving it. Even though it's tough to access, it would be a quick install. Mostly just an awkward position and hard to see what you're doing without a mirror, like most things on these machines

Thanks for all the clarification… I’m doing a top end rebuild so perfect timing to reinstall this thing!… appreciate all the help… now I have the heads off and the injectors out it all makes sense!
