1999 GTX LTD Not running water

I was giving a 1999 GTX LTD with a 951 motor. I figured out the bad ground problem. It started up fine ran at idle out of water. I slipped into the water it wouldn't run. I rebuild the pump which had play in it. Slipped it back into the water still having the same problem. Its bogs out in the water. Hard starting. If you pull it out of the water hook up the flush line it runs perfect. Carbs have been rebuild. I am at a lose here. Any suggestion.
 
What's your idle rpm out of water?

Under the load of water, your idle may be too low causing hard starting and boggyness. Let's hope thats your problem. Very easy fix, and best of all FREE.

Mine was idling fast. I adjusted it out of water and then when I got to the water she would not start. I turned the idle up 3/4 of a turn and bingo, it fired right up.
 
The RPM"S out of the water should be 3000 RPM'S. In the water it should idle at 1500 rpm's, because of the load on the impeller from the water. If you adjust the idle, be sure you adjust the idle screw adjustment and not the Low Speed screw. The idle screw hits a plate and adjusts both carbs at once, near the throttle cable attachment.

Thank you for the insite. I have been really busy with work. I am running 700 rpm out of water. In water about 500 rpm. The carbs did get rebuild before I got this so more then likely its an adjustment. Thank you for your help....
 
I tried the adjusting of the carbs this weekend and it didn't seem to help I did bring up the rpms but It didn't improve on anything else. I did notice the maintance was flashing on the screen and I had no water shooting out the rear ports. When its out of water and hooked to the hose it does shoot water out the ports.
