1999 Challenger won't start

I have a 99 challenger with twin rotax motors. The boat has been sitting for a couple of years . I put in a new battery and the port side motor starts right up but the starboard motor just cranks without starting. I know that may be fuel or spark plugs but then when I hit the start button again she won't crank at all the starter sounds like it engages but it's not enough to crank the motor. Is it a possible bad starter? Has anyboby experianced this before. Any help would be appreciated.
 
If it's no longer cranking, I'd start with two things:
Either you have a bad ground / lead to the starter and there isn't enough amps to crank the motor
OR
The motor is locked from too much oil/fuel.


I'd remove the spark plugs and crank it over. Check first to see if it cranks and also look if anything comes spraying out of plug holes
